AACN Commends the Introduction of the Nurse Corps Tax Parity Act and its Support for Nursing Students, Graduates, and Faculty

WASHINGTON, D.C., May 2, 2025 – The American Association of Colleges of Nursing (AACN) applauds the introduction of the Nurse Corps Tax Parity Act of 2025 (/) in the U.S. House of Representatives and Senate. Unlike other federal programs, such as the National Health Service Corps, the Nurse Corps is subject to federal taxes. This bipartisan, bicameral bill would correct this imbalance by removing the tax requirement and ensuring consistency across programs.

“We recognize the vital role that Title VIII Nursing Workforce Development Programs play in supporting schools, faculty, and students, including the Nurse Corps Scholarship and Loan Repayment Programs,” said Dr. Jean Giddens, Chair of the AACN Board of Directors. “The reintroduction of this bill highlights a unified approach that benefits both nurses and nursing students, as well as patients across the country.”

In Fiscal Year 2023, the Nurse Corps provided more than 1,300 awards in the form of student scholarships and loan repayment opportunities for nursing program graduates. Nurse Corps recipients must spend at least two years in a critical shortage facility after graduation, or for those who receive loan repayment, they can also serve as faculty in a school of nursing. Supporting underserved areas is a key tenet of Title VIII Nursing Workforce Development Programs. According to the Health Resources and Services Administration’s Fiscal Year 2025 Budget Justification, “as of September 30, 2023, more than three-quarters of the Nurse Corps providers were serving in community-based settings, and 20 percent were serving in rural communities.”

“Increasing access to healthcare services is essential to realizing optimal care outcomes and keeping Americans healthy,” said Dr. Deborah Trautman, AACN President and Chief Executive Officer. “²ÝÝ®ÉçÇø is grateful for the bipartisan support for the Nurse Corps as we ensure our nation’s nursing workforce can continue to serve patients in all communities, including in regions where caregivers are scarce.”

AACN appreciates the leadership of Senate Nursing Caucus Co-Chairs, Senators Roger Wicker (R-MS) and Jeff Merkley (D-OR), and Representatives Brian Fitzpatrick (R-PA-01), Mike Thompson (D-CA-04), and Jen Kiggans (R-VA-02), for introducing the Nurse Corps Tax Parity Act of 2025 (S.1548/H.R.3145).
